Why is it so hard to obtain NOC for start up schools?

Could you tell us why it has become so hard to obtain NOC for new schools even after complying with all the rules?
It has become so unbearbale because of the dreadful coruption in the country.We are unable to overcome this issue. Is there a way we could simplify the process of obtaining school licence in genuine cases ? What are your comments?

It is very true , obtaining NOC from the state regulatory bodies have become Titanic tasks. The beaurocracy leading to corruption is
the only reason that stakeholders are taken for ransom. Whether the situation will change is anybody's guess. I have personally known a great primary school belonging to the minority Christian community has not obtained NOC for the past 32 years. How the school is functioning is a still a mystery. It appears rules and regulations are there as much as direct violations.

The general impression is that schools make outrageous profits and rip off
the rich parents. So why not have a share in the booty ?
Probably that is the perceived impression. Fact is it has become too hard to obtain NOC.
The files are going to straight to the Ministerial heads to make things complex.
