Well , you should have been familiar with the various news and current affairs of prime concern to the Government of  India. One such issue which cropped up lately was the Nuclear Civil Liability Bill which was passed by the UPI government  on March 15 2010  after much arguments with the opposition parties. It is meant to strengthen the safety standards in the manufacture, installation, and commission of nuclear plants by legally and financially binding  the operator and the government to provide relief to the affected population in the case of a nuclear accident.  As an important pre- condition the Indian government fixes the civil liability at approximately Rs 2,400 crores because the manufacturers insist that liability cannot be unfairly high. However. the question remains to be answered how  a Public Sector Enterprise under the administrative control of the Department of Atomic Energy like NPCIL (Nuclear Power corporation of India Ltd) could act as  the guarantor of compensation in case of liabilities.
Somewhat self -defeating in its manifesto, it appears the victims will be compensated by the Indian tax payer and not the overseas plant manufacturer or the private operator.
