What does it mean by the word "Tire Kicker"?

  Recently I saw these words "Tire Kickers'  what do they mean?

    if you are a tire kicker you would be the most annoying customer asking too many questions and not really meaning to buy
    anything. The term is derived from the used car sales market where some buyers would kick the tires and go away after finding
    fault with every part of the car. They are a real nuisance shoppers.
