students' indiscipline

Dear Sir,
What could we do to curtail students' indiscipline in our cities? It is on the increase everyday. There are students travelling on rooftops of buses everyday on Ponnamalee HIgh Road. There are students who use fowl language in public places and tease girls in buses. They stir at girls and even at elderly women. They wait for some stray social reasons to protest and indulge in vandalism and cause huge damages to the tax payer.what is the remedy for all this bad behaviour?

Some students create problem for everybody else. Not all of them. It is because of their background cultural problems.]
We can never see students of particular schools or colleges do all these stone throwing and teasing girls .In Government school. and colleges teachers have no direct control over students and disciplinary action is not easy because of legal hurdles.Successsive governments have used students to campaign in elections and politics and cinema play a role in their lives.

Major and no 1 reason is the cinema in Tamilnadu which screens students who take pride in rowdyism
When they come out of the cinema halls they want to try everything what a villain might have acted.
There are students ready to starve and save their pocket money in order to watch a movie. To that
much damage is done in our country.
